What is the purpose of the Senate?
Senators examine bills that are submitted by the Government or by a member of Parliament. Senators also monitor the work of the Government and ensure that the laws enacted are correctly applied. The Senate guarantees the stability of the institutions: unlike the National Assembly, it cannot be dissolved. Additionally, the President, or Speaker, of the Senate takes over as Acting President of the Republic in the event of vacancy or incapacity.
Laws have to be passed in the Senate. The Upper House controls the actions of the Government and evaluates public policies. It can amend the Constitution together with the National Assembly.
