The «National Agreement» document (Ta`if Agreement of 1989) appears to provide for creation of a Senate in the context of a major operation to do away with community divisions and makes the creation of the Senate contingent upon first abolishing sectarianism. In other words, the deputies would no longer be elected on the basis of creed. However, the Senate would hold representatives of all creeds.
Point 7 of the «National Agreement» document stipulates that: «With the advent of the first Chamber of deputies elected on a national non-community basis, a Senate will be created in which all spiritual families will be represented. The powers of the Senate will be limited to matters affecting the country's future».
