N.B. : The constitutional reform adopted by referendum in september 1999 set up a bicameral system.

I - COMPOSITION

23 members, of whom :

- 15 are elected ;

- 8 are appointed by the Head of State.

II - ELECTORAL SYSTEM

Electoral law dated december 10^th, 1999.

Members are elected to the fifteen seats by indirect secet ballot during the sessions of the regional and local majlis (five seats for the town of Dushanbe, five for the regions, and five for towns and districts).

First election : 23 mars 2000.

Term of mandate : 5 years.
