III. CONCLUSION

L'évolution des chaînes locales allemandes est actuellement plutôt positive, mais dépend fortement du type de chaîne considéré. Alors que les fenêtres régionales, les chaînes locales et les chaînes citoyennes reposent sur un modèle économique sain, les chaînes d'agglomération auront, de part leur nature, toujours plus de difficultés à exister et à être rentables.

Le faible développement des chaînes locales françaises au regard des chaînes allemandes s'explique par l'histoire de notre paysage télévisuel centralisé. Des obstacles économiques et juridiques ont empêché le développement des chaînes locales, à savoir des coûts de diffusion hertzienne trop élevés, un manque de ressources publicitaires, ainsi que la rareté des fréquences hertziennes disponibles.

En Allemagne, les chaînes de proximité ont profité de la forte pénétration du câble, qui en France s'est développé beaucoup plus lentement. La diffusion par câble a deux avantages par rapport à la diffusion hertzienne : il y a plus de canaux de disponibles et les coûts de diffusion sont moindres.

Par ailleurs, l'Allemagne a encouragé une économie décentralisée, avec des pôles urbains répartis sur tout le territoire (Munich, Rhénanie du Nord - Westphalie, Hambourg, Berlin...). Cela a permis aux chaînes locales de se développer un peu partout en Allemagne et de pouvoir compter sur des recettes publicitaires provenant d'annonceurs locaux.

Enfin, il est indéniable que la volonté de se démarquer du régime nazi a fortement influencé la reconstruction de l'Allemagne d'après-guerre. C'est ainsi que dès les années 50, les autorités allemandes ont particulièrement encouragé la population à s'approprier les moyens de communication que sont la radio et la télévision, afin de renforcer la démocratie. Cette volonté politique a conduit au fort développement des chaînes locales citoyennes telles que nous les connaissons aujourd'hui.
