English-speaking Training Cycle on Parliamentary Work

From Monday, November 17th to Friday, November 21st, 2025, the Senate and the National Assembly organized an English-speaking training cycle on parliamentary work. Created in 2009, alongside the French-speaking program established in 1995, this cycle takes place with the support of the Ministry for Europe and Foreign Affairs and the National Institute for Public Service. Since its inception, it has hosted approximately 175 parliamentarians and parliamentary staff from more than 25 different countries.
This year’s edition of the program welcomed 22 trainees from 17 countries (Armenia, Austria, Brazil, Czech Republic, Germany, Hungary, India, Iraq, Jordan, Kurdistan, Mongolia, Norway, Netherlands, Poland, Qatar, Spain and the United-Kingdom).
A dozen of training sessions, alternately held at the National Assembly and the Senate, introduced the trainees to the real-life functioning of the French parliamentary system while facilitating the exchange of best practices from their respective countries. This year’s topic was “Getting to know the French parliament”. In this regard, the trainees attended various presentations on bicamerism, public sitting, parliamentary ethics, the control of the government’s action, the autonomy of the Chambers, and the role of standing committees. They were able to attend the session of questions on current affairs to the Government at the National Assembly, and to participate to the meeting of a standing committee.
Furthermore, the trainees had the opportunity to meet two parliamentarians: Mrs. Laetitia SAINT-PAUL, member of Parliament from Maine-et-Loire, and Mrs. Vanina PAOLI-GAGIN, Senator from Aube. These sessions led to fruitful discussions about the daily life of a French parliamentarian, both within the National Assembly and the Senate.
Additionally, a session about the digital transition of the public sector was organised with the intervention of Mrs. Fadila LETURCQ, Head of the Public Digital Campus Unit, within the Interministerial Directorate for Digital Technology (DINUM).
The training program also pursued an operational and practical goal: to have the trainees engage in a mock public sitting by examining a resolution under Article 34-1 of the Constitution on the topic of regulating social media. This simulation allowed them to step into the role of a parliamentarian and to engage in their legislative duties.
At the end of the training program, participants received a certificate of completion from the General Secretaries of the Senate and National Assembly, MMr. Éric TAVERNIER and Damien CHAMUSSY.

Cycle international de formation anglophone relatif à l’organisation du travail parlementaire

Le Sénat et l’Assemblée nationale ont organisé, du lundi 17 au vendredi 21 novembre 2025, un cycle anglophone de formation au travail parlementaire. Créé en 2009, en parallèle du programme francophone existant depuis 1995, ce cycle bénéficie du soutien du ministère de l’Europe et des affaires étrangères et de l’Institut national du service public (INSP). Il a accueilli depuis sa création environ 175 parlementaires et fonctionnaires parlementaires anglophones, issus de plus de 25 pays différents.
22 auditeurs ont pris part à l’édition 2025 du programme, originaires de 17 pays (Allemagne, Arménie, Autriche, Brésil, Espagne, Hongrie, Inde, Irak, Jordanie, Kurdistan, Mongolie, Norvège, Pays-Bas, Pologne, Qatar, République Tchèque et Royaume-Uni).
Une douzaine de séquences de formation, organisées alternativement au Sénat et à l’Assemblée nationale, ont familiarisé les auditeurs avec la réalité du système parlementaire français, tout en leur permettant d’échanger sur les bonnes pratiques issues de leurs pays respectifs. Le programme 2025 avait pour thème: « Getting to know the French Parliament ». Les auditeurs ont bénéficié de présentations variées sur le bicamérisme, la séance publique, la déontologie parlementaire, le contrôle de l’action du gouvernement, l’autonomie des assemblées parlementaires ou encore le rôle des commissions permanentes. Ils ont pu assister à la séance de questions d’actualité au gouvernement à l’Assemblée nationale, ainsi qu’à une réunion de commission.
Les auditeurs se sont également entretenus avec deux parlementaires: Mme Laetitia SAINT-PAUL, députée du Maine-et-Loire, et Mme Vanina PAOLI-GAGIN, Sénatrice de l’Aube. Ces rencontres ont été l’occasion d’échanges nourris sur le quotidien d’un parlementaire français, à la fois au sein de l’Assemblée nationale et du Sénat.
En outre, une séquence sur la transition numérique du secteur public a été animée par Mme Fadila LETURCQ, Cheffe du pôle Campus du numérique public au sein de la Direction interministérielle du numérique (DINUM).
La formation poursuivait également un objectif opérationnel et pratique: celui de faire participer les auditeurs à une simulation de séance publique portant sur l’examen d’un projet de résolution de l’article 34-1 de la Constitution, sur le thème de la régulation des réseaux sociaux. Cette mise en situation leur a donné l’occasion d’endosser le rôle du parlementaire, dans le cadre de ses prérogatives.
À l’issue de la formation, les participants ont reçu un certificat attestant leur participation au programme de la part des Secrétaires généraux du Sénat et de l’Assemblée nationale, MM. Éric TAVERNIER et Damien CHAMUSSY.
